he won by several points against a war hero and got 256 democrats led by nancy pelosi in the senate and 60 democrats in the senate -- super majorities in both houses. i and otheres saw the likelihood the republicans will lose another three or four senate seats. there were no democrats we comeht were -- might not back then you had 2010. the republicans took the house with the rating -- with the reagan republican majority. which is not much more than gingrich had. and strengthened in the senate, and not to filibuster on anything he wanted to. and a weakened president because people voted against him based on his agenda today. what the democrats and republicans each hoped out of 2012 was, republicans thought they would finish this off and we did a straight line from 2008 to 2010 and now in 2012 we win the presidency and the senate. democrats thought the republican house was just a fluke. this was just a tea party thing, they will be swept out with the tide. almost all kickback -- cameback so we have these competing narratives. obama wins with a shrunken market. anybody else who won a secon

pelosi for their support of this bill. i thank my colleagues, the gentlelady from guam, and also from the northern mariana islands, ms. bordallo, and mr. sablan, for their co-sponsorship of this bill. mr. speaker, today american samoa faces a serious problem of tobacco smuggling, as i'm sure it's the same with the other territories. according to a recent study two years ago, as many as five million, five million d 5,792,924 cigarettes were smuggled into the territory. the study found that tobacco smuggling resulted in the loss of about $724,,116 in revenues to the american samoa government. if continued undeterred, tobacco smuggling in the territories will include to heavier losses in local tax revenues, especially if cigarettes' excise tax rates were to be increased. mr. speaker, in this age of government fiscal responsibility, securing and sustaining stable resources of local revenue streaming is essential and must be encouraged for the territories. it was for this reason why i began to look into this important issue and
